• 2026 Candidate Housing Questionnaire: Candidate Portal

A stable home is the starting point for opportunity—for our kids, our health, and our economy.

Unfortunately, Minnesota’s housing shortage continues to strain renters, workers, and first-time homebuyers. Nearly half of Minnesota renter households are cost burdened, leaving families less money for food, health care, and other basic needs. Older adults face even greater pressure, with 63% of senior renters cost burdened. The median age of a first-time homebuyer in Minnesota has risen to a historic high of 40 years. None of Minnesota’s top five in-demand jobs pay enough for workers to afford homeownership, and only registered nurses earn enough to afford decent, well-maintained rental housing.

With smart investments and policy change, Minnesota can create more homes and keep opportunity within reach for all. As you consider the below questions, please consider how you will include community voices in developing and implementing housing solutions.

Minnesota Housing Partnership (MHP) and Habitat for Humanity of Minnesota (Habitat Minnesota) invite you to complete our 2026 Candidate Housing Questionnaire. All candidates have been invited to complete the questionnaire. The purpose of the questionnaire is to educate and inform residents of candidate responses to housing issues. This questionnaire is not meant to serve as an endorsement of or for any candidate or political party.

Responses will be posted here on a rolling basis as received. The deadline for submission is October 16, 2026 at 11:59pm.

Please keep each response to fewer than 250 words.

  • MHP Expands Its Housing Institute to Alabama

In the summer of 2026, MHP team members Jill Henricksen and Matthew Prediger traveled to West Alabama to meet with local leaders and organizations preparing to participate in MHP’s first Housing Institute outside Minnesota.

The expansion is made possible through MHP’s partnership with Rural Studio at Auburn University. Rural Studio staff introduced MHP to organizations and community leaders across the region and helped lay the groundwork for the new Institute. During the visit, Jill and Matthew also toured Rural Studio’s campus and community-based design projects in Newbern.

Established in 2010, MHP’s Housing Institute brings together community stakeholders through customized learning, guided collaboration, and capacity building. Its team-based approach helps participants strengthen partnerships, develop practical housing solutions, and move specific projects forward.

Jill and Matthew met with Selma’s mayor and planning director, the CEO of the Selma Housing Authority, and staff at the Selma Center for Nonviolence, which is developing a hub to connect community members with housing resources. They also met with regional housing authorities and nonprofit organizations, including Sewing Seeds of Hope in Marion and Demopolis Area Habitat for Humanity.

These partners will participate in four in-person workshops beginning in October in Demopolis. Over the course of the Institute, participants will share knowledge, build regional connections, and work together to advance housing projects that can strengthen their communities for years to come.

  • MHP partnerships help Native Nations secure more than $2.5 million for housing

MHP is celebrating three recent grant awards that will help two Native Nation partners improve existing homes, develop new housing, and better serve community members experiencing homelessness.

The Manzanita Band of the Kumeyaay Nation received two awards totaling more than $1.5 million. MHP provided detailed application and narrative support for both grants. A $985,949 federal award will support rehabilitation of 13 homes, advancing the Nation’s longer-term goal of improving housing conditions across all 40 homes on the Reservation. A separate $526,586 California award will support new housing and services for community members experiencing homelessness.

The Iipay Nation of Santa Ysabel received a $1 million federal award for housing rehabilitation. MHP funded a conditions assessment of 50 homes, which gave the Nation the documentation needed to plan the project and strengthen its application. Iipay leaders credited the assessment and MHP’s partnership with helping secure the award.

Together, these successes show the value of sustained, partnership-based assistance. By working alongside Native Nations to document housing needs, strengthen applications, and advance locally led priorities, MHP helps communities move housing projects from planning toward action.

  • Statement from MHP Executive Director Anne Mavity on the 21st Century ROAD to Housing Act

Statement from MHP Executive Director Anne Mavity on the 21st Century ROAD to Housing Act

    July 13, 2026

The enactment of the 21st Century ROAD to Housing Act marks a meaningful step toward making sure more people can afford a safe, stable place to call home.

For too long, communities across Minnesota and across the country have had the ideas, partnerships, and local commitment needed to build and preserve homes, but outdated federal programs and limited tools have too often stood in the way. As a Minnesota-based organization working with communities nationwide, MHP knows that local leaders need federal tools that are flexible enough to meet local needs. This legislation helps remove some of those barriers. It gives communities more flexibility to build the homes they need, preserves rural rental homes that families and seniors depend on, supports manufactured housing communities, and strengthens programs that help people stay rooted in the places they call home.

We are especially grateful for Senator Tina Smith’s leadership in advancing the Rural Housing Service Reform Act as part of this package. In rural Minnesota and across the country, USDA-financed rental homes are often one of the only options people can afford. At MHP, we have seen this firsthand through our national rural housing preservation work, including helping partners in Minnesota and other Midwest states preserve USDA Section 515 homes through ownership transfers and other preservation strategies. Preserving these homes means older adults can remain near family, workers can live in the communities they serve, and small towns can keep the housing foundation they need to thrive.

This bill affirms what communities across Minnesota already know: housing is not a partisan issue. Every community needs homes people can afford. It reflects the same practical approach MHP has advanced through Yes to Homes: communities need modern tools, flexible rules, and local choices that make it easier to create the homes people need.

MHP is proud to have helped elevate the importance of rural housing preservation and community-driven housing solutions, and we look forward to working with partners to put these tools to use for Minnesotans.

    —Anne Mavity, MHP Executive Director

  • MHP’s 2026 Legislative Leader Awards

    MHP’s 2026 Legislative Leader Awards

MHP is proud to present its 2026 Legislative Leader Awards to housing champions who have advanced homes people can afford as an issue of statewide importance. These lawmakers have led impactful policies and housing investments, elevated housing in public conversations, and partnered with MHP, advocates, and communities to move meaningful solutions forward. Each of MHP’s awardees has demonstrated a deep commitment to making a difference for Minnesotans.

    2026 Awardees:

In a challenging legislative year both politically and fiscally, Senator Port crafted a creative and remarkable housing omnibus with significant investment in housing resources. Throughout her four years as Chair of the Senate Housing and Homeless Prevention Committee, Senator Port has been thoughtful, accessible, and deeply engaging with advocates and lawmakers alike. Among her many accomplishments as a trusted and effective champion for home, she has pushed for meaningful land use and zoning reform, led the way on Housing Infrastructure Bonds, and brought voice to the need for emergency rental assistance in response to Operation Metro Surge. MHP thanks Senator Port for her steadfast leadership on housing policy and funding, for elevating housing as a legislative priority, and for finding creative paths to bipartisan progress.

Senator Boldon’s leadership has helped advance housing as a priority among her Senate colleagues and within communities across Minnesota. From championing issues impacting her district to ensuring that policy and investments equitably support our most vulnerable Minnesota families, she has been an effective leader for housing stability. In addition to her leadership on emergency housing assistance, and long-term solutions like the constitutional amendment for housing, Senator Boldon made significant progress in advancing policies to improve the safety, security, and stability of manufacture home park residents. Her work has made a lasting impact.

Senator Mohamed’s visionary leadership and work to build trusting relationships with constituents, advocates and her colleagues have become a template for advancing successful housing solutions. Her consistent and active advocacy for housing stability, her enthusiasm for people-centered policy outcomes, and her strategic thinking have contributed to her reputation as a committed and influential champion for homes people can afford. MHP thanks Senator Mohamed for her robust work this year to move the constitutional amendment for long-term solutions for housing.

Senator Draheim’s real estate experience, curiosity, and willingness to ask tough questions has long made him an effective Chair and member of the Senate’s housing committees. His advocacy for a stand-alone Senate committee on housing was critical to providing housing issues the attention they deserve at the legislature. Throughout his years of public service, he has brought a solutions-oriented approach to advancing housing conversations across Minnesota. We thank Senator Draheim for his years of service to Minnesota with MHP’s Legislative Leader: Lifetime Achievement Award.

As Co-Chair of the Housing Finance and Policy Committee, Representative Howard has been a consistent and collaborative champion for home, building support for housing among colleagues and leadership. Undeterred by navigating the challenges of fiscal uncertainty and the power-sharing of a divided House of Representatives, housing as the foundation of a stable life has remained core to Representative Howard’s advocacy. He has pushed for meaningful land use and zoning reform, led the way on Housing Infrastructure Bonds, and worked cooperatively across the aisle to advance successful, bipartisan solutions for home. A true partner to advocates and an effective results-driven lawmaker, MHP thanks Representative Howard for his continued leadership for affordable homes and housing stability.

Representative Igo’s enthusiastic embrace of bold ideas and smart solutions for housing has solidified his reputation as an effective champion for home. While consistently focused on the needs of his district, Representative Igo has been adept in identifying policy and funding solutions with statewide impact. From championing workforce housing, to advocating for more homes through the State Housing Tax Credit and Starter Homes Act, to ensuring vulnerable Minnesotans have access to stable homes, Representative Igo worked cooperatively across the aisle and within his caucus to secure significant investments in housing this session. MHP thanks Representative Igo for his partnership and practical approach that generates results.

Representative Kozlowski’s passion for home, and embrace of lived experience leadership, has made them a go-to lawmaker for housing stability results. Through compelling storytelling, fearless advocacy, and an unwavering connection to community, Representative Kozlowski has elevated the real experiences behind Minnesota’s housing challenges and solutions alike. Widely respected for their accessibility and authenticity, they have become a trusted partner to advocates across the state. MHP gives special thanks to Representative Kozlowski for championing emergency rental assistance in response to Operation Metro Surge and bringing voice to the harmful statewide impacts of the federal agents in Minnesota.

She has taken initiative in meeting with local elected leaders to support housing solutions and build relationships. We are thankful for Sadie’s partnership with housing justice advocates in advancing housing solutions for Minnesota families.

  • Rural Housing Preservation: MHP Partners with Swift County HRA in Southwest Minnesota

Across the Midwest, MHP delivers crucial work to preserve rural rental housing through the USDA Rural Rental Housing Loans Section 515 program (also known as USDA RD 515). Oftentimes, this program is the only pathway for rental opportunities in rural communities. However, a majority of these loans are maturing, or ending, in the next decades, putting these developments on the market to be bought by for-profit organizations. Without MHP’s partnership, hundreds of Americans could be displaced from their homes.

In Minnesota, MHP is collaborating with Swift County HRA to acquire a 24-unit USDA RD 515 complex located in Appleton, Minnesota known as Diamond Village. This partnership sprung from MHP’s Housing Institute 10 in Southwest Minnesota, which Swift County HRA participates in.

Currently, Diamond Village is owned by a for-profit entity that is divesting its portfolio. It needs substantial rehabilitation and repairs that the current owners cannot take on. If the HRA does not acquire the property, it will be at risk of disrepair and converting into market-rate units.

With the assistance of MHP, under the terms of a purchase agreement currently under negotiation, Swift County HRA intends to acquire the property for one dollar and assume the existing USDA RD 515 mortgage. This mortgage transfer will allow the HRA to preserve the 22 rental assistance units tied to the loan. The HRA plans to supplement this with an application for the remaining two rental assistance units to ensure further affordability for current and future tenants.

The acquisition will be followed by a significant rehabilitation effort. To finance the renovation, MHP assisted the HRA in preparing funding applications to the Federal Home Loan Bank of Des Moines’ Affordable Housing Program and Minnesota Housing Finance Agency, with assistance from legal counsel Angela Christy and Blumenthals Architecture to complete all required documentation. These funds will improve the property’s amenities and livability for tenants, such as community and office spaces.

As part of the funding commitments, the HRA remains dedicated to serving low-income households, ensuring community members will stay safe in their homes for another 30 years.

  • National Partnership Spotlight: Creating a Path Forward for New Homes in Marianna, Florida

This spring, MHP returned to Marianna, Florida to support Chipola Habitat for Humanity as it moves from vision to implementation on a new 9-acre housing development.

Ribbon-cutting at a habitat for humanity house

Through this Rural Capacity Building engagement, MHP worked alongside local leaders, including the city manager, county administrator, potential development partners, and a local engineering firm, to help build the partnerships and coordination needed to move the project forward. MHP also facilitated a board training and led a discussion about the development process, helping the organization prepare for the next phase of work.

Earlier in the project, MHP supported a master planning process led by a Black-owned architecture firm in Tallahassee. The resulting plan envisions 59 new homes with a mix of price points, incomes, ownership opportunities, and rental homes.

Just as importantly, local leaders see the development as an opportunity to strengthen connections across the community, creating a bridge between neighboring Black and white neighborhoods in Marianna.

By the end of the visit, Chipola Habitat for Humanity had more than a plan on paper. The organization left with stronger local partnerships, a clearer path through the development process, and the tools needed to move this vision toward reality.

As one local leader reflected, “The engine runs based on partnership.” Another shared:

“It’s always a privilege to work with a partner like MHP. Because of your work across the country, there are people and resources we know now that we never would have connected with otherwise.”
